Course E014: Monitoring, Evaluation, Accountability and Learning

This course addresses the full life cycle of monitoring, evaluation, accountability and learning (MEAL). Participants will acquire knowledge and skills related to designing logic models; planning for MEAL by using tools such performance management plans and tracking tables, terms of reference and learning plans; collecting and analysing MEAL data and use these data to make project decisions, communicate with stakeholders and practice adaptive management.

Course objectives

In this course, you will learn:

  • to define concepts and approaches related to MEAL;
  • to include the MEAL approach in your project cycle management;
  • to design and use main MEAL tools (MEAL plan, survey tools, terms of reference, evaluation report, accountability mechanisms, learning plans, etc);
  • to apply the MEAL approach in the implementation of projects and programmes.

Course format

This certificate course involves approximately 20 hours of reading, discussion, video lectures, live classroom sessions, quizzes and one written assignment, and is offered over a four-week period. The course includes weekly 90-minute (Zoom) live classroom sessions (on Wednesday's from 14h00-15h30 UTC/GMT) with the course instructor and/or guests experts. The course is based on a participatory, active learning approach, with an emphasis on critical reflection and peer-to-peer learning. Participants will do the required readings, prepare a written assignments and participate in group discussions. Case studies
 will be used to enable interactive learning and activities. The maximum number of course participants is 25. Students who successfully complete the course will receive a Certificate of Participation.
